Performs design, calculation and review of road construction projects with special emphasis on traffic signal plans. Reviews construction plans, specifications, and cost estimates prepared by Consulting Engineers for existing and/or proposed traffic signals and road improvements. Reviews and designs plans in accordance with the Manual of Uniform Traffic Control Devices. Reviews traffic impact reports submitted for proposed developments. Manages projects through design and construction.

 Essential Functions

  • Design road construction and traffic signal plans and prepare associated specifications to provide the public with safe and efficient traffic control.
  • Review consulting engineering plans to determine their compliance to County standards.
  • Supervises Principal Draftsperson so that plans are prepared accurately and efficiently within deadlines.
  • Proofs miscellaneous reports, studies and maps to assist the Principal Traffic Engineer.
  • All aspects relating to the project must be addressed, and the work must be performed in accordance with appropriate County, State, and Federal Specifications.
  • Prepares specifications and contract documents to ensure compliance with the Local Public Contracts Law.
  • Reviews traffic impact statements submitted by developers to assess developers for pro-rata share of roadway improvements.
  • Develops requests for proposals to solicit engineering consultants.
  • Manages projects contracted to engineering consultant firms to ensure that County objectives are met.
  • Coordinates utility relocations for construction projects.
  • Monitors construction projects to ensure that the contractor is in compliance with the progress schedule.
  • Perform other duties as assigned by the Director of Public Works

Essential Qualifications

  • The position requires a Bachelor of Science in civil engineering (BSCE) degree from an accredited college.
  • Two years of supervisory engineering experience in the design, maintenance and construction of projects, including the preparation and review of construction plans and specifications with special emphasis in Traffic Engineering or Roadway Design.
  • A minimum of two years’ experience in Civil Engineering with emphasis in Traffic Engineering or Roadway Design including traffic signal and electrical design and / or roadway / intersection design.
  • A minimum of two years’ experience with AutoCAD, Microsoft Word, and Microsoft Excel programs.
  • Thorough knowledge of the MUTCD.
  • Basic knowledge of surveying practices with the ability to interpret and utilize surveying information.
  • Able to establish and maintain effective working relationships with contractors, agencies, and co-workers.

Preferred

A thorough knowledge of County policy and procedures.

Thorough knowledge of regulations, procedures, and responsibilities of specific engineering projects, basic knowledge of theories, methods and practices, ability to establish and maintain effective working relationships with contractors, agencies, and co-workers.

Knowledge of AutoCad Civil 3D, AutoCad Map 3D, HCS, and Synchro/Simtraffic.

Supervisory experience.
